why bother before he has even returned to the majors?
ANd I still don’t unerstand why he wasn’t activated yet.

I have a guess that may answer both questions. They haven’t activated him yet so they can pass him through waivers, and then be able to trade him to whomever they wish as opposed to just the claiming team or no one.
The possibility (however far fetched) of a bidding war will exist if he passes through waivers, it can’t happen if he doesn’t, and he’s more likely to pass through if still on the DL. He can then be activated and “audition” if necessary from Friday through the end of the month and still be eligible for the post season roster of a potential trading partner.
MLBTR commenters (you know, folks like you and me) seem to think the Yankees, Cubs, Phillies, Braves and Dodgers among others are possible suitors.

Yes, they and the Cubs would theoretically use him as their closer so those would probably be the appealing destinations for Wagner. The rest would likely use him in a set up role.
